east bay hills. but we will talk about even more warming, feeling like spring and temperatures well above normal through the middle of the week. and rain? yes, it's february, we need to talk about t we will check in and see if that's heading our way as well. that's coming up. carolyn. >> see you in a bit. thank you, lisa. developing news in the hunt for the former los angeles police officer accused of three killings. new video of christopher dorner has surfaced. the lapd may be using a new tactic to find him and there could be a connection to tonight's grammy awards. kira klapper joins us live from the newsroom with all the late-breaking developments. good morning, kira. >> good morning. abc news has learned the los angeles police department is beefing up the number of officers guarding the grammy awards at the staples center. that's because he named many celebrities and musicians in his online manifesto. meanwhile the search enters its fourth day with big clues

emerging. the latest piece. evidence is this surveillance from an auto parts store. it shows him throwing a magazine in and weapons belt in a dumpster. police confirm they found weapons inside this truck, his burned out truck, which turned up thursday near big bear lake. overnight the lapd announced what could be a new tactic, hoping to finally stop in week-long reign of terror. the police chief is reopening the 2007 case that got christopher dorner fired from the department for allegedly lying. i'm not doing this to appease him. i'm doing this so that the community has faith in what the police department does. i'm going to make a rigorous inspection to either validate or refute his claim. we will make that inspection

public. abc news also learn this a man claiming to be dorner taunted former police captain randall kwan after he allegedly killed kwan's daughter. kwan, of course, is a cop-turned-lawyer who represented cornerner his legal fight against the lapd. according to a federal warrant, told kwan he should have done a better job protecting his daughter. in the meantime the lapd is still protecting more than 50 officers and their family who dorner threatened in that manifesto. in the newsroom, kira klapper, abc7 news. >> a lot of new information. thank you there. is new information about the man arrested on friday for trying to blow up a bank of america bran inch oakland.

27-year-old mathieu l is charged with attempted use of a weapon of mass destruction. abc7 news reporter sergio has more. >> police first took mathieu into custody at his father's san jose home. his father called for help. >> he was held in what was called a 51-50 hold. in other words, there were problems he was a danger to himself or somebody else. >> at the time his father also told police about the ak-47 he had along with three high-capacity magazines. once in the court stempniak they said the extent of his mental health issues became clear. >> the court was really concerned that he was at least bipolar and possibly schizophrenic, and that he had a history of delusional thinking, of fantasies. >> according to the fbi criminal complaint, he connected with their undercover operative shortly after being released from the santa clara county jail. as part of the planning for the bank of america bomb plot, he writes he laughed and hugged the

scrubbed cover athas he decided where their bomb-ladened s.u.v. would be parked in order to maximize the damage. the man believed he was working with the taliban operative, but he wondered how much his mental health issues factor into the plot. >> concern that a mentally ill person might have been led into something by a government agency that maybe a person who did not suffer from these issues would not have been led into. >> and for as many mental issues that he had, he said the good news is that it appears that he did respond well to medication and treatment. so he said it's unfortunate his client is now facing federal charges. abc7 news. >> new overnight, san francisco police are investigating a fatal shooting. officer arrived to fine a man with a begun shot wound at hayes and webster streets just after 2:00 this morning. he was pronounce dead a short time later. no suspect information is

available. the highway patrol is investigating a fatal accident that tied up traffic for several hours in the east bay. it happened on westbound i-80 in richmond near carlson boulevard just after 1:00 p.m. yesterday. the chp said a s.u.v. hit the center divide and rolled several times. a 23-year-old hayward man behind the wheel was killed. his 28-year-old passenger was injured. traffic was backed up for miles as officers investigated the accident. all lanes were reopened after about three hours. the woman killed on her bike in front of at&t park yesterday morning has been identified by san francisco police. 48-year-old diane sullivan of san francisco was involved in a collision with a cement truck traveling west on king street across from the ballpark. police say the truck driver is cooperating with the investigation. it does not appear drugs or alcohol were involved.

berkeley police are dealing with an alarming spike in the number of rapes reported last year. 39 sexual assaults reported in 2012, the most in the last five years. it's also a 95% increase over 2011 when 20 cases were reported. police say the majority of the attacks involve students at u.c. berkeley, not on campus, but at parties in the surrounding neighborhoods where an estimated 35,000 students live. >> definitely disturbing that i personally cannot feel safe in this community all the time. and that is a very realistic threat. >> historically, of course, these type of things are underreported so we may be tapping into a little bit of that previously unreported issue. and police are saying a campus programming encouraging friends of victims to report attacks could be one cause for the increased number of cases. there's a demand for peace in oakland. yesterday several groups,

including the art of living foundation, gathered to discuss solutions to violence that can also help the community heel. abc7 news reporter has the story. >> at champ nation boxing gym in east oakland, the fists were flying. this amatuer boxing event drew a large crowd but the gym's owner just wants one thing, to make oakland a saver place by giving young people a focus. >> i would like to see us, see lot of youngsters come into the gym. hopefully we can fill the gym up with a lot of young people. >> and not far away at frick middle school. >> we aren't going to fault the issues in our community if we aren't working together. >> more than 100 people also gathered to find solutions to the growing crime problem in oakland. they called is a solution salon. here teachers, parents and

students opened up about their concerns. >> i'm tired of seeing kids go to jail. >> violence has reached a fever pitch in the united states. >> last year there were 131 homicides in oakland. so far this year there have been eight. this alter had photos of just a few who have lost their lives recently, including kiante campbell. the volunteer basketball coach was shot and killed february 1st. >> he was very inspiring to the children and he made us all happy. >> some here suggested meditation and conflict resolution classes while others had a broader approach. >> you can teach a whole freshman class or whole school how to manage their mind and manage their stress and deal with their trauma in a healthy way. >> the next step is this group will gather all the suggestions and put them in one e-mail and they will meet next month to talk about it. in oakland, abc7 news. new this morning a police consultant hired to help turn around oakland's crime problem will speak this afternoon at a

public meeting. robert wassermann, chairman of the strategic policy partnership, will speak at the first of several meetings. the agenda formerly called for the police chief to lead the discussion, but protesters have strongly objected to his stop-and-frisk tactics used in those cities, saying the practice leads to racial profiling do they they have decided to keep him out of the spotlight. today's meeting take place in the performing arts center at holy name university from 3:00 to 5:00 this afternoon. also new this morning fremont residents may see or hear helicopters around auto mall park parkway this afternoon at emergency crews get trained for a natural disaster. fire and police and hundreds of military personnel will be involved. it's a six hour drill called operation rolling chaos.

>> home run king barry bonds returns to federal court this week. on wednesday the ninth u.s. circuit court of appeals sitting in arizona will hear arguments in bonds' bid to overturn his felony obstruction of justice conviction. our media partner, the contra costa times, reports bonds must convince two member of a three-judge panel that he was convicted simply for giving a rambling answer that had nothing to do with the steroids probe he was facing. the prosecutors will argue bonds gave intentionally false, misleading or evasive answers to a grand jury when he testified back in 2003 about his use of performance-enhancing drugs. a growing list of hot issues in washington will be addressed by two powerhouse round tables this morning on abc's "this week." the final preps for president obama's state of the union

[cheers and applause] >> more than 42,000 people showed up. the world series champs met with the fans, they signed autographs for them. there was also a chance to go behind the scenes to places like the giants clubhouse, which are normally off-limits to the public. again, the giants start their spring training in arizona on tuesday. it's kind of been feeling like arizona weather here. you know, i mean dry. >> that's right. so dry this morning that we have over a half a dozen neighborhoods with temperatures

>> what they are dealing with on the east coast is of historic nature. here we are just roll along, a lot of fun. >> that's right. temperatures will increase along the eastern seaboard in the days ahead. snow will be gone. we are looking at warmer temperatures here where numbers will be well above average. but this morning, boy, is it cold out there. we are talking about a beautiful start to the day, though, despite the freezing temperatures. 7:05 is the official sunrise, setting at 5:44. that's ten hours and 39 minutes of daylight. still the cold, mortgagerly flow is gripping the bay area and that's allowing for the colder dewpoint. the lower dewpoints, i should say, and the lower temperatures.

into the upper 20s this morning. good morning as we check out live doppler 7hd. it is nice and clear. we will be looking at more of the same in the days ahead. if you are hoping for any rain or snow, it's not going to happen this week. in fact, we are going in the other direction. 31 right now in santa rosa. much colder in the north bay. a rough 2 degrees in napa. down to 28 last hour. 31 livermore and 33 in concord. some patchy frost from our north and east bay valleys and getting close around fremont and redwood city in the mid-30s here with 34 on the coast. looking at 44 san francisco. 33 in watsonville and certainly as cold as it was yesterday in gilroy at 29 degrees. 34 in salinas. so yesterday it was quite cold in our south and east bay. this morning with the lack of wind it's even colder in the north bay. look at the delta. 15 degrees colder. but we will get some offshore wind tonight and that will bring perhaps our temperatures up a little bit in our valleys.

so it's a frosty start in parts of the bay. sunny today with increasing northeast winds and a gradual warming trend, taking us through the upcoming work week. in fact that includes valentine's day. by next weekend still dry and we are getting toward the president's day holiday, but we will see a cooler air mass. that's what we have right now is this trough of low pressure lingers in southern california. that's allowing for the northerly flow and high pressure sits offshore. so as the high in the neck couple of days continues to build into the west coast, that will allow for some warming and, in fact, temperatures coming up to above normal readings by thursday. we could see numbers near 70 here along the central coast. upper 50s and cooler for fresno and big sur. we will be at about 59 today in fremont this afternoon. 61 in san jose with 60 in palo alto. and down by the monterey bay a pleasant 60 in santa cruz with

for robert berg, described as 5'2", 136 pounds. mr. berg suffers from early onset dementia. he was last seen walking from his home on the 600 block of hampton road wearing a faded black sweatshirt and an orange hat. this weekend's hurricane force nor'easter has now moved out to sea after causing five deaths and leaving behind a swath of destruction. abc's marcie gonzalez rode out the storm in boston. >> mountains of snow block streets and homes. hundreds of thousands are still without power. the messy aftermath of the howling storm that swept through the northeast. the massive storm impacted more than 40 million people. >> does it look like a hurricane eye? it certainly does, as this storm pulls away from the coastline. the central pressure is low enough to be kind of similar to

[gunshots] 50 shots fired in a span of 30 seconds. the police chief of one of california's violent cities says he needs help getting guns off his streets. >> i live a mile away from that intersection. so i can tell you firsthand this is a quality of life issue. >> to help local cities, senate democrats unveiled a package of ten bills that will be top priority this session, needing only a majority vote. in recent weeks they have talked up requiring a permit to purchase ammunition and seizing weapons from people who aren't supposed to have them. but they also now want to ban detachable magazines completely, change the definition of an illegal shotgun to include the new technology of a shotgun-rifle combination and require all guns to be registered with the state, closing current gaps. >> we need to lead the way. new york has stepped up and stepped forward.

his widow, sue paterno, said he was a moral, disciplined man, the family's review said paterno didn't attempt to hide any information. former fbi director loui fries' report of last year accused him of coming up the sex abuse scandal involving his former assistant coach. sandusky was extended to 30 to 6 to years in prison on convictions of 45 criminal counts. katie couric is going to be an exclusive interview with sue paterno that airs tomorrow at 3:00 p.m. on "katie" only on abc7. san francisco taxpayers could end upholding the bag for millions of dollars to put on america's cup six months from now. according to "the chronicle," fundraising efforts to cover an estimated $34 million in police, cleanup and transportation costs are falling far short.

>> the grammy awards are tonight and a teacher at city college ever san francisco has been nominated. it's not his first time either. this is greg landow's sixth nomination. he said his inspiration to include cultural music comes from teaching latin american studies. abc reporter lyanne melendez has his story. >> greg is a city college teacher who is drawn to the music of veracruz in mexico.

>> it comes from a spanish rhythm. >> it means a party. 6-8 rhythm. ♪ >> some of the african elements, some of the hybrid elements, mixing spanish, african indigenous music styles. note ♪ he produced the cd formed by the group. it was good enough to earn him a grammy nomination in the category of best mexican regional music. it's his sixth nomination. >> none of my productions have won, but we feel it's an honor to be nominated, especially since all of it is independent production with virtually no budget. >> he says there are other rewards. he uses his knowledge of music to teach students about the history, culture and art of latin america. he points out all of those elements are embedded in this mural by a mexican artist at city college. >> and the music is a reflection of that.

the snake according to the lunar new year. this is a live look from our roof cam, showing you some of the embarcadero. it's going to be a nice way to get the new year started. can want no rain. lisa argen will be along shortly with a full accuweather forecast. >> winter is usually a slow time for a wildlife rescue center at lake tahoe, but this year is different. this year is different. the center has more orphan black bear cubs than ever before. the good news is they are all healthy and will be returned to the wild. abc7 news anchor dan ashley gives as you look at what it takes to give a baby bear a second chance at life. >> you may remember these little guys. we showed them to you last summer when they were confiscated in nevada county, taken from a man who was trying to sell them. this little cub was found near alpine meadows ski resort. her mother was illegally killed by hunters using dogs. >> she was hungry, she was cold. she had been hit by a car at

that time and was slightly limping. >> in the wild these bear cubs would die without their mothers. instead they ended up here at lake tahoe wildlife care. this is also cheryl's home. they take care of all kinds of animals, but right now they have their hands full with bears. the center gets an average of four cubs a year, but on this day there are ten. seven are hibernating, snuggled in these buildings in the backyard. live cameras show them snoozing peacefully. >> which is good. >> the other three cubs are very much awake in this cage and it's almost feeding time. first cheryl cleans up the floor. the cubs peek down from the platform at the top of the cage. >> bears are more afraid of us than we are of him. they have a fear of humans naturally. we want to keep that fear. >> the cubs stay up on the platform as long as people are around. >> they came in at 11, 12 and 20 pounds. if we put them into hibernation it probably would have killed them because they are not big enough.

>> now they are twice that size but still too small to >> now they are twice that size hibernate. this is the only certified bear rehabilitation facility in california. that requires a lot of know-how and cages lined with chain link because bears are good climbers. >> they use both their teeth and their claws. they are just -- they are remarkable. >> cubs are brought here from all over the state. the most famous patient was 'lil smoky, whose paws were burned in a forest fire. they get help from a team of volunteers, including a veterinarian. they have cared for 53 cubs since the year 2000. >> it's good. >> when the cubs are not hibernating they go through huge buckets of fruits and vegetables, carefully prepared every day. >> the ten bears, it costs us $800 a week to feed them. you can't feed them garbage. you have to feed them the proper food. >> the food is scattered on the cage floor. then live cameras in the office show the cubs coming down to eat.

>> they are gaining weight perfect so they can be released probably in april. >> in california it is illegal to shoot a mother bear who has cubs, and starting january 1st a new state law made it illegal to use dogs to hunt bears. animal lovers hope that will mean fewer mother bears shot by mistake and fewer cubs left at orphans. >> dan reminds us of the lake tahoe wild care and the bear league are nonprofits. they rely completely on private donations. so if you would like to help he with have links at abc7news.com. click on "see it on tv." and you are saying today in lake tahoe the weather is frigid? >> yes, temperatures just above freezing. right now 7 degrees at the tahoe valley airport. we are looking at numbers this afternoon right around average here in the bay area. the official sunrise getting close, 7:05 setting at 5:44. that brings us to ten hours and

this morning. areas of frost around the bay will be sunny. northeast winds are going to pick up and as high pressure continues to build on, in the upcoming work week featuring not only dry conditions. sunny skies, warming conditions with numbers well above normal by the middle of the week. even into the weekend as we begin to cool. still looks like a dry system will cool our temperatures. so with tropical low pressure to the south of us, we are looking at a strong northerly flow, allowing for the frigid morning and high pressure sits offshore. as it wins to build into the eastern pacific, we will get into more of a northeasterly wind and the offshore flow will bring gusty winds to the higher elevations of the north and eat bay. that will aid a little bit in our temperatures. it will mix things up, bringing warmer air from the upper levels down to the surface, and with high pressure in control we get the down-sloping winds throughout the work week and that brings warmer air to

everyone the next several days. they picked up new no in the sierra. still a few lingering showers down around the desert in san diego. 63 sacramento, and 62 chico. back home we still have cool 50s. in fact 50s along the coast with 57 half moon bay. san francisco up a couple degrees. oakland yesterday with 60 today. how about 62? 61 in san jose and down by the monterey bay we will look for upper 50s to about 51 in salinas. pebble beach, very sunny conditions with a light sweater and temperatures in the mid-50s. another glorious day down there. here's the look ahead. slow warming as we start off the work week and then with continued sunshine and building high pressure, blocking all incoming weather systems. we are into the mid-60s wednesday, upper 60s for -- i was going to say thanksgiving. >> quite a difference. >> yeah. the numbers cooling back. we had a lot of rain on thanksgiving, remember?
